Conditions for recover
A recover places a new system over a suitable existing roof. The existing layers, moisture condition, attachment, structural capacity and applicable requirements determine whether that route is feasible.

When a low-slope roof cannot support another repair, replacement is the opportunity to address wet layers, deck condition, drainage and the next roof system together.
Free inspections. Roofing advice grounded in the roof’s condition.
Removal exposes the condition beneath the membrane. Wet insulation and deteriorated materials need to be addressed before a new system is installed. Deck condition affects attachment, while insulation and any tapered layout help establish the intended drainage path. Covering those issues with another surface would leave them in the assembly.

Replacement gives more direct access to wet or failed layers and broader drainage corrections. Neither choice follows from surface appearance alone.
The new roof needs complete perimeter and penetration details, including drains, scuppers and equipment curbs. HVAC and electrical work belongs with the relevant trades when equipment must be moved or disconnected. Those connections need to be coordinated before the roof is opened, alongside material delivery and debris routes.

An occupied building may need work sequenced around entrances, loading areas and sensitive interiors. Temporary weather protection belongs in that sequence.
Roof area, removal depth, insulation, attachment, deck repairs, drainage and equipment coordination affect the budget. Residential shingle figures do not establish the cost of this commercial assembly.
